By Laws
ARTICLE I NAME
Section 1. The name of the governing
body of this organization will be Stones River Dart Association,
Inc.
ARTICLE II DEFINITIONS
Section 1. Whenever the initials S.R.D.A.
are used in these By-laws, they shall mean Stones River Dart
Association, Inc.
Section 2. Whenever the word Board is
used it shall mean the officials elected to hold office for the
Board of Directors of S.R.D.A., Inc.
Section 3. Whenever the word Member is
used it shall mean a person, an entire body of an organization or
group which has obtained membership in the S.R.D.A., Inc.
ARTICLE III OBJECTIVES
Section 1. The objectives of the S.R.D.A., Inc. are:
To promote competitive darts and good
sportsmanship for social and recreational purpose.
To help provide a wholesome atmosphere
for the sport of darts in the Middle Tennessee area.
To organize a league(s) in the Middle
Tennessee area, and to sanction said league(s) play according to the
rules in effect.
To organize and promote open and closed
tournaments on the local, state, regional, and national levels.
To assist sponsoring firms in
establishing sanctioned local, state, regional and national
tournaments.
To improve and establish conditions of
play in establishments throughout the Middle Tennessee area.
ARTICLE IV MEMBERSHIP
Section 1. Membership shall be open to
anyone who evidences interest in darts as a sport provided they can
maintain a high standard of conduct and meet financial obligation.
The legal age will be 21 years of age, unless otherwise approved by
a two-thirds (2/3) majority of the board and all bar owners
involved.
Section 2. A member may be terminated or
restricted by a two-thirds (2/3) majority opinion of the full board
if such a member created a disharmony or behaves in a manner
prejudicial to order and discipline.
Section 3. The S.R.D.A.,Inc reserves the
right to deny membership to any individuals(s) by two-thirds (2/3)
majority vote of the board.
ARTICLE V FEES
Section 1. Membership fees shall be
established and may be revised by a two-third (2/3) majority vote of
the Board, and shall be payable annually.
Section 2. Membership Fees shall be
applicable to the period established by he Board. An applicant shall
be considered to be properly registered when his application and
appropriate fees have been received by the Treasurer.
Section 3. After start of league play,
fees are non-refundable.
Section 4. All session fees are due at
the first night of play for that session. A team shall be properly
registered when the team roster is complete and all monies have been
received by the Treasurer.
ARTICLE VI THE BOARD
Section 1. The S.R.D.A, Inc. Board shall
be composed of nine members of the S.R.D.A., Inc. who will be
properly elected by the general Membership of the S.R.D.A., Inc. The
Board shall consist of these following positions: President,
Vice-President, Secretary, Treasurer, and five (5) Board Members at
large. Any member, regardless of occupations, so long that he/she is
in good standing with S.R.D.A., Inc. shall be eligible for any
elected office.
Section 2. The Board shall be elected
for one (1) year and shall take office the following day. All
S.R.D.A, Inc. records shall be brought to the election to be turned
over to the newly elected officers immediately.
Section 3. Board vacancies may be filled
by the President provided a two-thirds (2/3) majority vote of the
Board approves the appointment. The appointees shall serve until the
next election.
Section 4. A Board member automatically
resigns when without sufficient cause, as determined by the board,
he fails to appear at three (3) scheduled Board meetings per term.
Under these circumstances this person shall not be eligible to run
for office at the subsequent election.
Section 5. All Board members shall be
elected by majority vote of the General Membership of the S.R.D.A.,
Inc. by secret ballot.
Section 6. No joint offices may be held.
ARTICLE VII BOARD DUTIES/QUORUM
Section 1. The Board must meet at least
on (1) time per month. The meeting date, time and location shall be
determined by a majority vote of the board.
Section 2. Two-thirds (2/3) of the
entire Board in attendance shall constitute a quorum. In the absence
of the President and Vice-President, the Secretary will assume the
chair.
Section 3. If, at any meeting of the
Board, there is less than a quorum present, the majority of the
members present may adjourn the meeting. Any business which must be
transacted at the meeting will be taken up at next scheduled
meeting: or this meeting can be rescheduled by a majority vote of
those members present.
Section 4. The fiscal year for the
S.R.D.A., Inc. will run from January to December. This may be
changed by a two-thirds (2/3) majority vote of the entire Board. An
expenditure report must be submitted by the 2nd meeting
of the year. If a new treasurer has taken office, the previous
Treasurer must submit this report to him not later than January 30,
of the new year.
ARTICLE VIII DUTIES OF THE OFFICERS
Section 1. President: The President
shall be the chief executive of the association, and as much, shall
preside and control all meetings of the Board and over all meetings
of the General Membership of the Association. The President shall
decide all questions of order and shall be an ex-official member of
all committees.
Section 2. Vice-President: The
Vice-President shall assume all duties of the President in the event
of the president’s resignation or unavailability. The Vice-President
shall assist the Treasurer in the collection of all overdue monies
due the Association. The Vice-President shall appoint and chair all
committees to review protests, counter-protests, and appeals made by
members of the S.R.D.A., Inc. The Vice-President will not have a
vote in any protest decisions. In the event that the Vice-President
is directly involved in such action, the President shall appoint a
committee and a chairman to review such actions. Refer to Article
XXV, Section 3 for more protest committee rules. The Vice-President
will be responsible for presiding over all captains meetings and
reporting results of those meetings to the Board.
Section 3. Should both the President and
Vice-President take leave of office, the Secretary shall assume the
duties of the President with the provision that he/she call for a
Board election within thirty (30) days after the offices are
vacated.
Section 4. Secretary: The Secretary
shall keep minutes of all meetings of the board, and General
Membership of the Association, and shall distribute all meeting
notices to the General Membership and post/email pertinent
information as needed. In addition, the Secretary shall also have
a charge of such books, papers, and documents as the Board may
direct.
Section 5. Treasurer: The Treasurer
shall receive all monies paid to the Association, and shall have
custody over the accounts and books of the Association, subject to
the Board’s direction otherwise. The Treasurer shall keep complete
and accurate records of the monies received and expenditures made by
the Association and shall be required to submit a current report
accompanied by the most recent bank statement on the Associations
account at each regularly scheduled meeting of the Board and the
General Membership of the Association, or at any time in the interim
when an inquiry is made by a member of the Board or of the General
Membership with legitimate cause. There will be two (2) signatures
required on the S.R.D.A., Inc. banking account.
Statistician: This position will be held
by the Treasurer from now on. The Statistician(s) shall keep all
data necessary to keep all members of S.R.D.A., Inc. abreast of
standings during league play. Such person(s) shall be responsible
for getting standings to proper distribution points or person(s)
responsible for such distribution on a weekly basis. This person(s)
shall notify the Vice-President or the Board Members of any protest
or rule infraction from score cards. The Statistician shall receive
the following:
1. $275.00 Payment per session. (gas,
paper, and ink)
Section 6. Bar Relations: The Bar
Relations representative will be appointed by the board for the term
of one (1) year. Duties will include making sure all bars conform to
specifications of proper play (provided by Article XX, titled
Equipment) at the beginning of each session and again if a protest
or request is filed on a score sheet or by letter.
Section 7. Board Members : Together with
Board Officers, Board members shall have and exercise a general
supervision of the affair of the organization and shall manage and
control its properties and effects. They shall assist in the
administration of the S.R.D.A., Inc. policy and provide and enforce
penalties for infractions committed by members, other than playing
rule infractions.
Section 8. No person may be allowed to
accept a nomination and/or serve as an elected official of S.R.D.A.,
Inc. while they are currently serving as an officer and/or board
member of another association.
Section 9. A S.R.D.A., Inc. Board member
shall be permitted to hold office in any/all governing associations
at the State or National level, if S.R.D.A., Inc. is a member of
that association.
ARTICLE IX APPOINTED POSITIONS AND COMMITTEES
Section 1. Tournament Director: The
Board shall appoint a Tournament Director for a length of one (1)
year. His/Her duties are to be in charge of all functions necessary
to run an efficient tournament. He/She may and should seek
volunteers to help as he/she directs. The director will act
according to Board specifications. The director will not organize
any tournaments without prior approval of Quorum of the Board.
Section 2. Rules and By-Laws Committee:
This committee will be appointed by the Board. Their purpose will be
to review and update S.R.D.A., Inc. Rules and By-Laws annually, at a
minimum, or as deemed necessary. The committee will review all rules
and by-laws after each annual election within sixty (60) days of the
election or before the mid-session captain’s meeting. The Board must
ratify all changes proposed by this committee.
Section 3. A.D.O. Representative
(American Dart Organization): A.D.O. Representative Shall be
appointed by the Board for the term of one (1) year. This position
shall be filled by a Board Member at large. The representative shall
be responsible for all correspondence with A.D.O. and shall
schedule, run and notify the General Membership of any and all
A.D.O. Qualifiers.
Section 4. T.D.O. Representative
(Tennessee Dart Organization): The Board shall appoint a T.D.O.
Representative for the term of one (1) year. This position shall be
filled by a Board Member at large. The T.D.O. Representative shall
be responsible for all correspondence with the T.D.O. This
representative shall attend all T.D.O. meetings and vote as the
Representative of the S.R.D.A., Inc., with the best interests of the
S.R.D.A., Inc. in mind. If the T.D.O. representative is unable to
attend any of the T.D.O. Meetings, he/she shall inform the Board and
they will choose a representative to attend.
Section 5. Election Committee: The
Election Committee will be appointed by the Board and will be
chaired by the Secretary. This committee shall be composed of the
Secretary and two (2) other Board Members and shall be responsible
for the distribution of ballots and of counting of said ballots at
all elections.
ARTICLE X MEETINGS
Section 1. Board Meetings: Such meetings
shall be composed of the Board Members and shall be subject to the
provisions set forth in Article VII. Attendance is open to all
members in good standing. Only Board Members shall have a vote.
Section 2. General Meetings: Such
meetings shall be open to all members of S.R.D.A., Inc. in good
standing. A minimum of one (1) general meeting per session will be
mandatory. All members in good standing shall have a vote on general
business. All questions involving By-Laws will be referred to the
Rules and By-Laws Committee.
Section 3. Captain’s Meetings: Captain
or designated team member must be present at the captain’s meeting(s)
each session. The meeting(s) will be held at the beginning of the
session. One (1) point will be deducted from the team’s win column
for non-attendance. Roll calls at such meeting(s) will be taken by
the Vice-President.
Section 4. Unless otherwise specified,
all meeting(s) shall be called at the discretion of the Board.
Section 5. Unless otherwise specified,
meeting announcements must be published at least five (5) days in
advance of meetings. Team captains will be notified verbally if
possible. Such notification will also be noted at the bottom of
weekly stats.
Section 6. Ratings Meetings: Such
meetings shall be open to all members of S.R.D.A., Inc. in good
standing. A Ratings meeting shall be held before each session to
rate the teams. The rating will be based on the overall point per
dart average of all players that have been signed up on each team.
Teams will be ranked from high to low and depending on number of
teams for night of play will be placed in their respective
division. In the event that a new member has signed up and has no
point per dart average, the statistician will research historical
records and other league records to assign a point per dart to new
member. If a point per dart average cannot be established, his/her
rating will be 12.
ARTICLE XI RECALL OF BOARD MEMBERS
Section 1. Any Board member may be
recalled from office by a two-thirds (2/3) majority vote of the
entire board at any board meeting or special call board meeting.
Section 2. A recall may also be in
effect if the Secretary shall receive a petition with two-thirds
(2/3) of the membership signatures attached.
Section 3. Any Board Member has the
right to one appeal if such recalled. The appeal must be submitted
to the Secretary by the next scheduled board meeting.
Section 4. Recall voting shall be
accomplished by secret ballot. Only current Board Members shall have
a vote.
Section 5. The Board will then review
the appeal and make the final decision within seven (7) days. The
Board’s decision is final. The vote will be done by secret ballot.
There will be no further appeal.
Section 6. Any Board Member who has been
recalled shall not have duties in the Association from date of
recall until final determination by the Board; however, at the
Board’s discretion he/she may/may not participate in league play.
Section 7. Any member who is recalled
from office will not be eligible for office indefinitely from date
of recall.
Section 8. The Board is the highest
S.R.D.A., Inc. authority regarding recall proceedings and Board
decisions in such matters shall require two-thirds (2/3) majority
vote of the entire Board.
ARTICLE XII NOMINATION AND ELECTIONS
Section 1. Election of Board Members
shall be held once each year, at the end of each Fall league
session. Elections will be held no matter what month it may fall in.
Section 2. Any member in good standing
of the S.R.D.A., Inc. is eligible to be nominated provided his/her
name is placed in nomination by (1) member in good standing of the
S.R.D.A., Inc. The nominee cannot be effected by Article XI, Section
1.
Section 3. The candidates receiving the
highest number of votes in an election, by secret ballot, shall be
elected.
Section 4. No member may vote for any
candidate more than once.
Section 5. The Board shall be charged
with the responsibility of establishing such rules and policies as
may be necessary to run the election.
Section 6. Only current members in good
standings may vote in the elections.
Section 7. Ballots shall be counted in
an open meeting by Election Committee.
Section 8. All ballots shall be open for
the membership to examine.
ARTICLE IV EXPENSES
Section 1. Any member under the
direction of the Board, is to be reimbursed for all legitimate
expenses incurred in the name of S.R.D.A., Inc.
Section 2. All expenses are subject to
the approval of two-thirds (2/3) majority vote of the Board.
ARTICLE XV GENERAL
Section 1. The By-Laws may be amended by
a two-thirds (2/3) majority vote of the Board. These By-Laws may be
amended for compliance with state and federal rules and regulations.
Section 2. The order of business and/or
procedures of any Board Meeting or General Meeting called, or any
subject not covered by the By-Laws or noted in Board minutes shall
be subject to "Robert Rules of Order Revised", the later prevailing.
Section 3. It is the responsibility of
all members to read any announcements issued by the S.R.D.A., Inc.
Board of Directors.
Section 4. It is the responsibility of
each team captain to relay information contained in the
aforementioned announcements to the team members whom he represents.
Section 5. All decisions by the Board
are final, unless two-thirds (2/3) of the General Membership
overrides it by a vote.
Section 6. Any bar not willing to
recognize and abide by S.R.D.A., Inc. rules and By-Laws, including
sponsorship fees, will not be allowed to join our Association.
ARITCLE XVI SPONSORSHIP OF DARTING EVENT
Section 1. In the interest of promoting
darts, the S.R.D.A., Inc. will from time to time sponsor darting
events other than its normal schedule. Sponsoring an event means
S.R.D.A., Inc. approval of using S.R.D.A., Inc. name in good
standing and favorable context.
ARTICLE XVII SANCTIONING OF A DARTING EVENT
Section 1. Sanctioning of an event
means:
S.R.D.A., Inc. is responsible for all
operations of the event.
S.R.D.A., Inc. general rules shall
prevail, with such modifications as are necessary for the particular
event. All rules and regulations will be determined by the S.R.D.A.,
Inc.
In a sanctioned event, S.R.D.A., Inc.
has the option to retail 10% of the purse for the S.R.D.A., Inc.
ARTICLE XVIII MEMBERSHIP PLAYING RULES
Section 1. Membership in the league
shall be limited to members in good standing of the S.R.D.A., Inc.
Section 2. Only registered members of
the S.R.D.A., Inc. league may participate in league activities. All
games with unregistered players will be forfeited.
Section 3. When an infraction of the
S.R.D.A. rules has been committed, it is the responsibility of the
team captains, in the interest of good sportsmanship , to resolve
the infraction at the time of the infraction (or when first
noticed). If no agreeable resolution can be achieved at that time, a
protest or counter protest is to be initiated at that time and will
have no effect on the playing of the remainder of the match. Protest
or counter protests should be noted in the comment section at the
bottom of the score card and/or according to Article XXV section 3.
Section 4. It is not considered
unsportsman like conduct for a captain to protest a direct violation
of any rules herein
ARTICLE XX EQUIPMENT
Section 1. The Dartboard
All league competition, including
tournaments and play-offs shall be conducted on a standard English
bristle, 20 point clock faced dartboard.
The dartboard wire spider must not be
broken and the double and triple rings must be within a tolerance of
1/32" of the normal space measurements of 3/8".
An acceptable dartboard must be secured
to the wall so that the distance from the center of the board to the
floor measures 5’8" plus or minus ¼".
The scoring wedge indicated by the
number 20 shall be the darker of the wedge colors and must be the
top center wedge.
The dartboard must be positioned so that
it is readily available to the players without distraction to the
thrower.
Section 2. The lighting: lights must be
affixed in such a way so as to brightly illuminate the dartboard,
reducing to a minimum the shadows cast by the darts, and not
physically impede the flight of the dart.
Section 3. Scoring surface: A scoring
surface must be provided and located in such a manner that the score
may be easily read by the players. Scoring surfaces must be replaced
when scores written thereon can no longer be easily read by players
standing at the hockey line.
Section 4. The Hockey Line: There shall
be a strip on the floor at least on inch (1") wide and no less than
18 inches (18") long running parallel to and centered with the
dartboard. From the front edge of the dartboard to the front edge of
the strip, the distance shall be 7 feet, 9 ¼ inches with a tolerance
of ¼ inc. The front edge of the strip (hockey line) shall be the
edge nearest the dartboard.
SHOE MUST NOT OVERTROD THIS LINE.
Section 5. Conditions: All comments
concerning equipment of a particular establishment shall be sent in
writing to the statistician by using the comment section at the
bottom of the score card. The statistician will notify the Bar
Relations Representative. The establishment has until the next
scheduled night of play to comply with S.R.D.A., Inc. regulations or
the home team of that establishment will be subject to forfeiture of
points until conditions are corrected.
ARTICLE XXI THE TEAM, PLAYERS STATUS, NEW PLAYER
Section 1. The Team:
During a Sunday/Thursday night season a
team shall consist of a minimum of four (4) players. A maximum of
six (6) players may be carried on a team’s roster. A team can not be
registered with less than four (4) players.
A team roster (name, address, and phone
number of each player) must be filed with the treasurer at time of
registration by a team captain. A copy will be given to the
Secretary.
A team fee as determined by the Board is
required and shall be paid with the filing of the team roster.
A Bar sponsorship fee per team, for each
season or session, as established by the Board, is required. Fee
shall be paid before a team will be allowed to participate in league
play.
Each team shall have one member who is
designated captain. In the regular captain’s absence, a team member
shall be acting captain. A missing player will not be eligible to
play once a game has started. The player will be eligible for play
once the match has ended.
During Sunday/Thursday Night Play One
player shall be considered to be a legal, but, incomplete team. One
(1) singles game, one (1) doubles cricket, one (1) doubles 501, and
the four (4) person team game can be played.
All earned points will count. No player
may compete more than once in any scheduled event. One player may
play against two in a double game, but would have only one turn to
the opponents two turns.
The same would apply to a
Sunday/Thursday Night team game where one, two or three players
would throw against their opponents four turns.
Missing players would lose their turn. A
missing player will not be eligible to play once a game has started
but must wait and will be eligible to play once the next match
begins.
Each team must furnish a team name when
filling a team roster. Each team name must be approved two-thirds
(2/3) majority of the board.
Section 2. Player Status:
A player may register for any team
he/she wishes. As a registered member of a team he/she becomes
ineligible to play for another team on that given night and is
considered "locked in" to that team on that night and division for
the remainder of the season.
A player can play in one division on
Sunday Night league play and may be rated to a lower division
Thursday Night league play after the team has been rated. Under
certain situations, problems arising between players and team , the
circumstances will be considered by the Board for final
determination.
A player becomes a registered member of
a team when the team roster and fee is received by the Treasurer.
A player may register as a substitute if
he/she wishes. As a substitute , he/she will not be considered as a
member of a team for awards and trophy purposes.
A substitute list will be established
and made available to all captains.
From the substitute list, or as a new
member, substitute members may be used in a match, subject to the
following policy:
Only one (1) substitute can be used in a
match. There must be one (1) registered member present for a legal
team. If only one (1) registered member is present, and a
substitute is used, the match would be played with two (2) players,
subject to the rules.
A team can use a substitute in a maximum
of five (5) matches during a session.
A team can use any one person as a
substitute a maximum of three (3) times a session.
Substitutes cannot be used in the last
three (3) scheduled matches of the season.
Substitutes cannot be used if four (4)
registered members are present at the start of the match during
Sunday/Thursday Night Play.
If a match begins using a substitute,
and a registered member arrives late, the team captain must decide
if the substitute or registered member, but not both, will continue
the match, beginning with the next event.
A substitute can become a registered
member of a team as the substitute properly registers and submits
monies by the end of the team match play, he/she will be considered
a member of that team in good standings. All tons, hi-ins, hi-outs
etc. may be counted for the night he joined the team.
A substitute member can play in only
five (5) matches during a session.
The use of a substitute will not be
allowed in any playoffs.
A substitute must not play in a lower
division than he/she is rated at their highest rating for that
session
Any violation of the above rules will
result in that player being ineligible and all points that player
participates in will be forfeited and those points will be awarded
to the opposing team.
Section 3. New Players:
A new player (non-member) may play in a
match only as a regular team member. In order for any points scored
by such a person to count, his/her name, address, phone number as
well as association membership dues must be received by the
Statistician with the scorecard.
New players may not be added to a team
which has the maximum number of six (6) members on its roster for
Sunday/Thursday Night Play.
When a new member is added to a roster,
the Statistician must be notified as to which registered member is
being dropped. The Statistician will notify the Treasurer.
A member may not be added to a team
during the last three (3) scheduled matches of a season. All player
registration must be submitted with score card to the Statistician
before the fourth (4) to the last week of league play.
ARTICLE XXII SCHEDULE, THE MATCH
Section 1. Schedule (Line – Ups)
Team captains (or acting captains) must
meet prior to the start of the match to schedule players for each
event. Singles, doubles, and team game should be scheduled prior to
each event. All events may, but do not have to be scheduled at one
time. This should be decided by the captain prior to the start of
the match.
Players not present at the start of the
match may not be scheduled except with the consent of the opposing
captain.
Line-ups may be made blind by each
captain or may be prearranged by consent of both captains.
A challenge may be made by one player to
another opposing player as long as both captains agree. It is not
considered bad sportsmanship to decline the challenge.
Section 2. The Match
The match shall start at a time
designated by the Board, with a grace period of fifteen (15) minutes
before the start of the first scheduled event.
The format for a match in league play
shall be determined by the Board prior to the start of the session.
The scoring system for a match shall be
determined by the Board, prior to the start of a session.
Definition of league play. League play
shall be defined as the games played on a pre scheduled dates at the
start of the session. Any games required to decide a tie will not be
defined as league play, and any awards will not be determined by
these games. Ton 80’s and round of 9’s will be awarded in playoff
competition.
ARTICLE XXIII THROWING CORK TO BEGIN A GAME
Section 1. Throwing Cork:
A.D.O. rules prevail. All games are
begun with a toss of a coin to determine the option of choice of
going first or not at the cork when starting the game. The player
losing the first game shall have the option of cork in the second
game. If a diddle game is required, the player who lost the original
coin toss has the option for the cork.
Only players scheduled in that
individual game may throw for cork..
A rethrow shall be called if (the scorer
or) the players in that game cannot decide which dart is closest to
the cork. Closest to the cork must be determined by sight only. A
rethrow shall be called on all ties. (Inner bull ties inner bull,
outer bull ties outer bull).
Should a rethrow be called, the opposite
team shall rethrow first, with additional rethrows being made on an
alternate basis.
The dart must remain in the scoring area
of the dartboard in order to count. Additional throws may be made
until the player’s dart remains in the dartboard. Should the second
thrower dislodge the dart of the first thrower, a rethrow will be
made with the second thrower going first.
The second thrower, if they so desire,
may acknowledge the first dart as an inner or outer bull and ask for
that dart to be removed prior to throwing. If the first dart is
removed, and second dart equals that of the first, a tie results and
a rethrow becomes necessary with second player throwing first.
Darts must not be touched prior to the
decision of the scorer or the throwers.
In multiple player events, the order in
which players shoot shall be left to their captain or participating
partner. Cork shooter need not be the one who throws first.
ARTICLE XXIV SCORING, MARKING, FINISHING, BUST RULE
Section 1. Scoring:
When at all possible, a scorekeeper
shall be provided for a games. The scorekeeper shall conduct
themselves in such a manner so as not to interfere with or distract
the shooter in any way whatsoever The scorekeeper cannot advise
shooter as to his/her out shot.
For a dart to score, it must remain
independently in the dartboard for five (5) seconds after the third
or final dart has been thrown by that player.
Propelling a dart by mechanical or other
such means is not allowed.
In order to score, the point of the dart
must be stuck in the bristle portion of the dartboard.
A dart’s score shall be determined from
the side of the wire at which the dart enters the dartboard. In the
case where the double and triple rings are bound by bands instead of
wires, a dart lodging between the bands where they overlap, shall be
scored as the double or triple.
No dart(s) scored may be removed from
dartboard by the thrower, another player, scorer, captain or
spectator until the score of the dart(s) has been verified and
marked.
No portion of a shooter’s shoe may be
advanced beyond the front of the hockey line before the dart
contacts the dartboard. If this rule is violated by a player
advancing within the minimum distance (7’9" ¼") the opposing captain
will warn the player and his captain. Further violations will result
in the forfeiture of the score obtained from the dart(s) thrown.
Section 2. Marking:
It is the responsibility of each player
to verify and mark or cause the score to be marked before removing
any darts from the board; the score for that throw remains written
if one or more darts has been removed from the dartboard.
Errors in arithmetic must stand as
written unless corrected prior to the start of that teams next
throw. This rule may be waived in the interest of sportsmanship,
provided both captains agree.
If a player throws out of turn, that
score shall be removed and the score corrected. The scheduled player
shall then throw. The out of turn player forfeits his/her next
regular turn in the game. The opposing team must challenge the out
of turn player before any further darts are thrown. Failure to
challenge immediately will result in the score standing as written.
Section 3. Bust Rule:
A player BUSTS when his/her three darts
(or less) score more points than remain in a game. When this occurs.
The score remains the same prior to that throw. The next scheduled
player then takes his/her regular turn to throw. (In the interest of
sportsmanship, no dart(s) witch a player still holds after a bust
should be thrown for practice.)
A player who busts may not receive any
credit for that throw, i.e. high out, ton, T80, etc.
ARTICLE XXV CAPTAIN’S DUTIES, REPORTING RESULTS, PROTEST
PROCEDURES
Each captain is responsible for the
conduct of his team and the accuracy of their score sheet, and
signing the same.
Captains are responsible for turning in
or seeing that their team rosters are turned in.
Captains are responsible for turning in
or seeing that their team fees are paid.
Captains are responsible for seeing that
only legal members of S.R.D.A., Inc. are allowed to participate in
league play.
Captains are responsible for informing
their team of any rule changes made during Board meetings and
General Membership meetings.
All captains are encouraged to attend
all Board, Captains and General Membership meetings.
Captains are responsible for initiating
any protests in behalf of their team or team members.
Captains must immediately inform the
Secretary and/or Treasurer of any change in their team roster.
It is the responsibility of the team
captain to see that all rules and policies of the S.R.D.A., Inc. are
adhered to. (Violations of these rules and policies may result in
the forfeiture of points.)
Team captains are required to list a
phone number of the home bar that they play out of.
Section 2. Reporting Results:
Both captains shall verify the accuracy
of the score sheet by signing it prior to submitting it to the
league Statistician.
An official score sheet shall be
complete and given to the person working behind the bar.
The official score sheet shall be used
to calculate team and individual standings.
Home team captains are responsible for
seeing that the score sheet is turned in to the proper person(s).
Section 3. Protest Procedures:
Only team captains may file a protest..
Protests may be initiated by stating
same on the front of score sheet in comment section.
Details must be submitted in writing to
the S.R.D.A., Inc. Secretary no later than five (5) days following
the alleged infraction or the protest will be considered invalid.
Upon receipt of the written protest, the Vice-President shall
appoint and chair a committee of not less than five (5) available
league members not directly involved in the protest, who will meet
within seven (7) days and rule on the matter. This will apply only
to the playing rule infractions. If the Vice-President is involved
in the protests, the President will appoint a committee and a
chairman.
THEIR DECISION IS FINAL.
ARTICLE XXVI POSTPONEMENTS, FOREFEITURES, WITHDRAWALS
Section 1. Postponements: In the event
of necessity, postponement of league play may be arranged by the
Board by contacting all team captains at least seventy-two (72)
hours prior to the scheduled matches. The postponed matches must be
rescheduled within ten (10) days. In the case of extenuating
circumstances, such as a bar being closed, accident or "Act of God",
matches must be rescheduled at the earliest possible convenience. If
a team has a need to reschedule, rescheduling may be done by mutual
agreement of the team captains. The statistician must be notified of
the reason for rescheduling within twenty-four (24) hours of the
occurrence. Failure to do so will result in a deduction of one (1)
point per day until he/she is notified by both captains after the
twenty-four (24) hour period. The match will be played before the
last 3 weeks of play.
Section 2. Forfeiture:
In the event a legal team is not present
at the end of the fifteen (15) minute grace period of a scheduled
match, the other team, which must have at least one (1) player
present, will receive nine (9) points, no losses. In the last three
(3) weeks of play, the team present, will receive only six (6)
points won and no losses. The team forfeiting will receive all nine
(9) losses.
A minimum of one (1) player must be
present from one team to be awarded the points forfeited by the team
not present. In the interest of sportsmanship an opposing team may
extend the grace period.
A score sheet must be turned in to the
league statistician and must be signed by the captain or acting
captain of the team present at a forfeiting match. All players
present must sign score sheet.
A team that has forfeited two (2)
consecutive matches must notify the Board three (3) days prior to
its next scheduled match regarding its problem, or that team will be
considered withdrawn and all points won or lost will be null and
void.
Section 3. Withdrawls
A team may withdraw from the league
after the S.R.D.A., Inc. has been informed in writing. All points
won or lost by a withdrawn team shall be considered null and void.
All tons, high-outs, T80’s etc., thrown
by the opposing team will stand and NOT be deducted from any players
individual achievement. All points for matches WILL be deducted from
all opposing teams win column that played the withdrawn team.
ARTICLE XXVII TIES AND PLAYOFFS
Section 1. All teams in contention for
the division play offs must be prepared to play off ties within
seven (7) days following the last regularly scheduled matches of the
session.
Section 2. No postponements will be
allowed, except in extenuating circumstance, such as an "Act of
God".
Section 3. All playoffs shall be at a
site determined by the S.R.D.A. Board.
Section 4. The winning team will be
considered the division champions.
Section 5. League Championship will be
played at a site determined by the Board. Each division winner will
be eligible to play for overall league championship. T’80’s and R
9’s will be counted. Hi-Ins, Hi-Outs or tons do not count toward
individual stats.
ARTICLE XXVIII POLICY AND RULE CHANGES
Section 1. Policy Changes: Policy
changes, temporary rulings, and general information may be announced
on the weekly standings sheet or a supplementary sheet. These
policies will be considered to be in effect immediately. It is the
responsibility of each member to read these announcements.
Section 2. Rule Changes: These rules may
be amended or revised for the purpose of clarity and uniformity at
any Board Meeting by a two-thirds (2/3) majority vote of Board
Members present at the meeting.

award is to be given out at the final banquet of the year. It is the
responsibility of the board to take nominations and vote.

2003 Amendments to SRDA Rules and By-Laws
In the event that any team needs to add
a player (new member),during the session in progress, the Captain of
said team must call all the Captains in their division before adding
the player. Three-fourths approval will be required. After approval
has been met, the player must fill out an add/delete sheet provided
in the Captain's packet, and submit the correct fees and the sheet
to the league with the score sheet for that night. If these criteria
are not met, then the scores for the player will be voided.
Anyone who would like to participate in
any SRDA tournaments, to represent the SRDA in ADO/TDO events,
tournaments, or any other event where the SRDA will be represented,
must have played a full session as a full time member the previous
year, and be a current active member and player on a team for two
current sessions.
In the event that a team in the C
division needs a substitute, they will be allowed to use a player
who is a B division player, when C division is the lowest division.
Sunday/Thursday Night Playoff format
will be as follows:
Best 2 out of 3--Doubles Cricket Game
Best 2 out of 3--Doubles 501 Game
1 Team 1001 Game
Round Robin format will be used, each team must play all other
teams, with the team winning the most games being declared the
champion. In the event of a tie, one Team 1001 game will decide the
winner.
SRDA Battle of Stones River 2/3 day
Tournament will be held in the month of September.
Terms of office for SRDA Board of
Directors will be as follows:
President and Treasurer will serve 2 year terms, with the election
of these offices to be held at the end of odd numbered years.
Vice-President and Secretary will serve 2 year terms, with the
election of these offices to be held at the end of even numbered
years.
Board members at Large will serve a 1 year term, and be elected
every year.
2010 Updates
January 6, 2010
If a C Division team wishes to add a player
after the ratings meeting has been held, they must obtain the
permission of ½ of the division’s captains and approval of 2 of the
3 officers.
A Division players have the option of calling
301 in the third game of a singles match. The first game is to
remain cricket and the second is to remain 501. This starts Jan
2010 session.
January 15, 2010
There will be a traveling mystery out in
conjunction with the Take a Trip venues. Entry fees would increase
by $1.00. A person who hits the mystery out must be there when it
is drawn, and must share it with their partner. If two teams hit
the same out, the purse will be split.
February 16, 2010
$5.00 per draw will go into a fund to be given
to a local charity or individual to be determined by the board at
the end of the year banquet in December. Current webmaster fees are
also to be donated to this fund.
Mar-May 2010
If for some reason, including act
of God, you can not throw out of your bar the night you are to
host a match, the away team then has preference of where you
play the match.
June 2010
If a member of SRDA steals money from the
association, he/she is suspended for 1 year from any and all SRDA
functions. At the end of that time, it is the responsibility of the
suspended member to petition the active board of directors in
writing for reinstatement. It is then up for debate and discussion,
and reinstatement will be decided by secret ballot.
Room policy for Take a Trip: If there is an
odd number of the same-gendered players going to a tournament where
an extra room is required, then the senior points-holder has the
first option of a single room.
July 2010
The running of Take a Trip will become the
ultimate responsibility of the bar. However, if a board member is
in attendance at the draw, they should run it.
November 2010
Going forward, if you resign from the board,
unless a life changing event, you can not run again for 3 years
(must miss 3 elections).
December 2010
A person must be a member to be eligible for
the mystery out. If a pot is hit with a non-member, only half of
the pot is awarded.
Mystery Out multiple pots: When there are
multiple pots running, only the first pot of $800.00 will be drawn
until the 2nd pot reaches $200.00. At that point, a chip
will be drawn for the $800.00 and if it is not hit, a chip will be
drawn for the 2nd pot. If the 2nd pot reaches
$800.00, it will be cut off and a 3rd pot started. The
first two pots will each have a chip pulled until the 3rd
pot reaches $200.00. Three chips will then be drawn. This will be
a continuous cycle until an out is hit. IF A POT IS HIT, THERE WILL
BE NO OTHER DRAW THAT NIGHT.
1. November board meeting ruling to lose
points if membership not paid is overturned.
2. FROM THIS POINT FORWARD, THERE WILL BE NO
LOSS OF POINTS DUE TO NON-PAYMENT OF MEMBERSHIP FEES, UNLESS OTHER
CIRCUMSTANCES OCCUR OUTSIDE OF MEMBERSHIP FEE. (Points can remain
forever with stipulations.)
3. The fee is $5.00 a session, 3 times a year
and is due the 1st Take a Trip played in a new session.
4. If membership fees are not paid, you may
play as many draws as you would like, but you will not
accumulate any points, nor will you be eligible for the
mystery out or for a trip.
5. At any time a member and points may
possibly be re-instated. One option is to pay all missing session
and current fees and begin playing again. (The treasurer does have
a record of payments and non-payments.) The second option is to pay
the current session fee and have your points revert to zero. This
will be the member’s choice.
6. A member in good standing (fees paid) has the option of
declining multiple trips. There are no participatory requirements.
